Information Technology, Innovation for World Education

A. Conventional Indonesia World Education

Overall World Education had never really become a public discourse in Indonesia, in the sense discussed extensively by various parties either directly or indirectly in contact with educational affairs. However, this does not mean that the problem was never a concern.

Quality improvement efforts that bring quality and quantity of education has been conducted by a government, although until now we have not seen the results of this effort. When we look at from the standpoint of national or alias generalities so let us see what is being done by the government. Work done by a constitutional government are usually graduates from the school to gain a competitive and ready to compete globally, semisalkan by specifying the minimum number of graduation exam with a value of 4.00 with no points combined with the bar exam without exam plus practice. In this case instead we find the government trying to improve the quality of education it seems like the government wants to tackle our generation.

If we observe carefully, what exactly is the main problem in the world of education, may be far more difficult than build castles in the air. Various things can be blamed as the main issues hampering the progress of education in Indonesia. However, clearly we can find a defect is the conventional teaching and learning processes that rely on face to face between teachers and students, lecturers and students, trainers with trainees, however, an easy target the easiest targets for critical voices who wants to improve the quality of education.

Ineffectiveness is the most suitable word untTuk this system, because along with the times, the exchange of information become increasingly rapid and instant, but the institute still using this traditional system of teaching (at the high school level we consider providing the information) with a very slow and not in line with IT developments. This conventional system should have been abandoned since the advent of multimedia communications media. Because of the nature of the Internet which can be contacted at any time, meaning that students can take advantage of educational programs that are hosted on Internet network at any time in accordance with their spare time so that space and time constraints they face to find the source of learning can be resolved. With rapid developments in the field of telecommunications technology, multimedia, and information; listening to lectures, notes on paper is certainly outdated.

B. Use of IT in Education

Meaning of IT for education should mean the availability of channels or means which can be used to broadcast educational programs. But this use of IT in Indonesia just entered the stage of studying the possibilities of developing and applying IT to education to enter this third millennium.

Whereas the use of IT has not an alien discourse in the country, Uncle Sam Sana. Utilization of IT in education has been the norm in the United States in the past decade. This is one of the main evidence behind the Indonesian nation with the nations of the world.

Here are samples from overseas revolution results from a successful education system using information technology to support their learning process:

1. River Oaks Elementary School in Oaksville, Ontario, Canada, is an example of what might happen at school. SD is built with a special vision: the school should be able to make the student has entered the era of instant information with confidence. Every student in every class an opportunity to deal with all of the school computer network. CD-ROM is a fact of life. This school does not even memiiki free in printed form. Throughout the library, the reference is stored in the video disk and CD-ROM interktif-can be directly accessed by anyone, and in various forms: images and facts that can be combined prior to printing; photos can be combined with information.

2. High School Lester B. Pearson in Canada is another model of this computer age. This school has 300 computers for 1200 students. And this school has the lowest dropout rates in Canada: 4% compared to the national average of 30%

3. More spectacular achievements demonstrated by Christopher Columbus Junior High School in Union City, New Jersey. In the late 1980s, school test scores are so low, and the number of student absences and dropouts so high until the state decides to take over. More than 99% of students come from families that use English as a second language.

Bell Atlantic-A local telephone company that helps provide computer and home network that connects students with classrooms, teachers and school administrators. Everything is connected to the Internet, and teachers trained to use a personal computer. Instead, the teachers held a weekend training course for parents.

Within two years, both dropout rates and student absences decreased to zero. -Standard test scores of students increased almost three times higher than the average of schools throughout New Jersey.

The information is represented by a computer that is connected with the Internet as the main media has been able to contribute so much to the educational process. This interactive technology provides a catalyst for change in the role of teachers medasar: from information to transformation. Each school system must be moderate to technology which enables them to learn it faster, better, and smarter. And Information Technology is the key to the model school for a better future.

But the efforts of the nation's children are also being conducted for the Indonesian nation to catch up in terms of delivery of the educational process with the use of IT. Semisalnya, recently Telkom, Indosat, and Institut Teknologi Bandung (ITB) declares its readiness to develop IT for education in Indonesia, starting with projects percontohan.Telkom states will continue to improve and enhance the quality of telecommunications network infrastructure which is expected to be bones back (backbone) for the development and application of IT to education and other implementations in Indonesia. In fact, today Telkom began to develop a technology that utilizes an ISDN (Integrated Sevices Digital Network) to facilitate long-distance conference (teleconference) as one application of distance learning.

Many aspects can be proposed to be used as reasons to support the development and application of IT for education in relation to improving the quality of Indonesia's national education. One aspect is the geographic condition of Indonesia with the many scattered islands and the ground surface contours that are often not friendly, are usually submitted to sponsor the development and application of IT to education. IT is very capable and dijagokan to become the main facilitator of education in the earth to flatten the archipelago, which relies on IT for remote learning capabilities are not separated by space, time and distance. For the outreach areas that are difficult, we expect this implementation to be done as soon as possible in Indonesia.

IT IMPLICATIONS IN THE WORLD OF EDUCATION INDONESIA

e-Education, this term may still be foreign to the Indonesian nation. e-education (Electronic Education) is the term the use of IT in Education. Internet open source information that was difficult to access. Access to information resources is not a problem anymore. Libraries are one source of information which are expensive. (How many libraries in Indonesia, and how the quality?) The Internet allows a person in Indonesia to access the library in the United States in the form of Digital Libraries. There have been many stories about the Internet for help in research, the final task. Exchange of information or the frequently asked questions by an expert can be done via the Internet. Without the Internet much the final project and thesis, which may require more time to complete.

A. Utilization of IT for Education Institute

The rapid development of IT, especially the Internet, enabling the development of better information services in an educational institution. Environment of universities, other IT utilization is realized in an electronic system called the university (e-University). Development of e-University aims to support education, so that universities can provide better information services to the community, both within and outside the university through the internet. Other educational services that can be implemented by means of the Internet is by providing online lectures and lecture materials can be accessed by anyone who needs it.

Environmental Education Academic Indonesia who know the alias already familiar with the implications of IT in Education is the UI and ITB. Semisalnya UI. Almost every faculty inherent in the UI has a network that is accessible by the public, provide information even for those hard to get because of problems of space and time. This course is also very helpful for prospective students and students or even graduates who need information about tuition, curriculum supervisors, or many others. Another example is Universitas Bina Nusantara Private Internet network also has a very steady, which they bring up to Indonesia's education award winning academy with the best sites. Services provided on their sites can be compared with the services provided by sites such as overseas education or the California Institute of Education Institute of Education of Virginia, and so forth.

At the high school educational level implications of IT also have been started although not capable tested with its implications at the level of further education. In high school, the average Internet usage is just as additional facilities and more IT has not become the main curriculum taught to students. IT has not become a medium of the main database for the values, curriculum, students, teachers or others. But the prospects for the future, the use of IT in high school is bright enough.

In addition to serving the educational institute in particular, those that are for general education in Indonesia. There are also Internet sites that provide services activities in the Indonesian education system. This site is intended to summarize information related to educational developments that occurred and to provide general resource and communication network (forum) for school administrators, educators and other enthusiasts. The main purpose of this site is as a place to interact that can accommodate all major sectors of education. Examples of this website is www.pendidikan.net

In addition to environmental education, for example on research activities, we can utilize the Internet to search for any material or data required for these activities through a search engine on the internet. The site is very useful when we need articles, journals or reference is needed. These sites such as google.com or searchindonesia.com or sumpahpalapa.net

The use of IT initiatives and the Internet outside of formal educational institutions but are still related to the educational environment in Indonesia have started to appear. One of the initiatives now there is a site organizer "Community Schools of Indonesia." Sites that conduct these activities eg plasa.com and smu-net.com

B. IT As a Multimedia Instructional Media

Cooperation between experts and also with students who are physically located far apart can be done more easily. Previously, a person must travel or walk long travel time and space to see a specialist to discuss a problem. Currently this can be done from home by sending an email. Papers and research can be done with the data exchange via the Internet, via email, or by using the mechanism sharring files and mailing lists. Imagine if a student in Sulawesi can discuss issues with an expert in computer technology at a leading university in Java. Students can access anywhere in Indonesia, experts or lecturers of the best in Indonesia and even in the world. Geographic boundaries are not a problem anymore.

Sharing information is also needed in the field of research, that research does not repeat (reinvent the wheel). The results of research in universities and research institutes can be used together so as to speed the process of developing science and technology.

Virtual University is a new application for the Internet. Virtual University has the characteristics of scalable, ie able to provide education that is accessed by many people. If education is only done in a regular classroom, how many people can participate in a class? The number of participants may only be filled with 40-50 people. Virtual university can be accessed by anyone, from anywhere. Service providers are www.ibuteledukasi.com Virtual University. Perhaps now is the Virtual University services are not effective because the technology is still minimal. But expect future Virtual University was able to use more reliable technology such as video streaming that in the future would be presented by a local ISP, so as to create an effective learning system that dream by every IT expert in the world of Education. Virtual School is also expected to attend the term of the next decade.

For Indonesia, the benefits mentioned above has to be a good reason to make the Internet as the infrastructure of education. To summarize the benefits of the Internet for the education sector in Indonesia:

. Access to the library;

. Access to experts;

. Conducting an online class;

. Providing an information service of academic institutions;

. Provides a search engine facility data;

. Provides discussion facilities;

. Provide facilities and school alumni directory;

. Providing the facility;

. And others - others.

C. Obstacle-Obstacle Pengimplikasian in Indonesia

If it's IT and Internet has many benefits, of course we want to use immediately. However there are some constraints in Indonesia that led to IT and the Internet can not be used optimally. Readiness of the Indonesian government is still questionable in this case.

One of the main causes is the lack of availability of human resources, the process of technological transformation, telecommunications infrastructure and laws that govern the device. whether the underlying legal infrastructure of education in the Indonesian operations is adequate to accommodate new developments such as the application of IT to education. Therefore please note that the Cyber Law is not applied to the world of law in Indonesia.

In addition, there are shortcomings in the provision of technology infrastructure, telecommunications, multimedia and information is a prerequisite for the implementation of IT to education while the penetration of computers (PCs) in Indonesia is still low. Telecommunications service usage fees are still too expensive even telephone network is still not yet available in various places in Indonesia .. For that it must consider access to the Internet without using a personal computer at home. Meanwhile, where Internet access can be widened its reach through the facilities on campus, school, and even through the stalls is certainly confronted Internet.Hal back to the government or private parties; although ultimately depends also to the government. Because the government can create policies and regulatory climate conducive to private investment in education. But while the government itself is still so cheap to allocate funds for educational needs. Currently the new flagship training institutes which have the facility to access adequate IT network. Though there are many other educational institutes that have not been equipped with IT facilities.

Our hope with this case can be resolved in line with the development of increasingly sophisticated telecommunication and getting cheaper.
